Filemón Pérez Galindo nacido en José Isabel Robles Durango el 22 de julio de 1961 hijo de Fortino Pérez Cerda y María de los Ángeles Galindo Serrano.Es egresado de la Facultad de Derecho de la Universidad Autónoma de Coahuila. Fue un trabajador dedicado y comprometido. Al igual que leal y buen amigo.
A Filemón le precedieron en la muerte su padre Fortino Pérez Cerda y su hermano Alonso Pérez.
A Filemón le sobreviven sus hijos: Víctor Alonso, Erika y Sebastián. Sus hermanos: Juani, Raul, Moises, Elias, Pedro, Fortino Jr., Elena y Alfredo. Su madre María de los Ángeles Galindo. 7 nietos, 1 bisnieto y mas de 20 sobrinos.
