She moved to Odessa, Texas in the 1950s with her family and graduated from Ector High School in 1962. In 1963, Dely met the love of her life, Horacio (Ray) Garcia at AGM Tamale Factory where he worked. For five years, Dely and Horacio maintained contact through written love letters while he served with Navy for four years with a tour in Vietnam for one year. Upon his military discharge, Dely and Ray tied the knot on March 28, 1968 and were married for 51 years. In 1978, their treasure – their son, John-David.
Dely attended evening courses at the University of Texas Permian Basin while balancing a demanding full-time job and earned a Bachelor’s Degree in Sociology. She worked at the Department of Human Resources for 30 years as a Director where she lead and mentored colleagues to positively impact individuals and families in need. While in retirement, Dely volunteered her time in the community and worked at Communities in Schools, an organization that works directly inside high schools. Dely built positive relationships with high school students (and their families) to empower them to succeed inside and outside the classroom. When she was not volunteering in the community, Dely enjoyed tending to her garden and socializing with her family and friends.

She was known and referred to as “mom” by immediate and extended family members and those she took in to support, mentor, and care for. Her love and generosity were profound and far-reaching and a true reflection of the divine.
